The site was launched in spring 2005 prior to the 30 years’ anniversary of official use of the polygraph and in connection with the 12 years’ anniversary of the method’s legalization in Russia. The role of polygraph specialists of the Institute of Criminalistics of the Center of Special Technologies of the FSS of Russia in the emergence, progress and proliferation of the method of interrogation using polygraph (IUP) was important indeed. They are also expected to provide everyday information and technological support to the site.
The site is primarily intended to facilitate the improvement of IUP application by government agencies and non-government organizations of various ownership types.

Unfortunately, left out of the report is any mention of the fact that polygraphy has no scientific basis. The proper question is not why are applicants who failed this bogus test being hired, but why is the state of Texas relying on this pseudoscience to screen applicants?

On 25 June 1975, pursuant to the order of Yuri V. Andropov, Chairman of the Committee for State Security of the USSR, the nation's first laboratory was established to research the practical aspects of polygraph-aided interviews. The badge «RUSSIAN POLYGRAPHOLOGY» was created in 2000, when the 25th anniversary of the official introduction of the polygraph in the national law-enforcement practice was celebrated. The composition and size of the badge are similar to those of the badge of state security agencies in 1960–1980s. The badge design and date «1975» refer to the history of origination of the profession of a polygraph specialist in Russia. The words «RUSSIAN POLYGRAPHOLOGY» and stylized polygram demonstrate the professional identity of the badge. Each badge has an individual number. The badges are given to people who have passed qualification examinations in the Institute of Criminalistics of the Center of Special Technologies of the Federal Security Service of Russia and received the qualification of a polygraph specialist. The badge was designed by Vasily V. Gulin.
